Pursuant to §41-16-72 of the Code of Alabama, 1975, as amended, the Alabama Department of Veterans Affairs (ADVA) is seeking qualifications from design professionals licensed in the State of Alabama to provide architectural and/or engineering services for construction of a fifth state veterans home.

Project General Description and Scope: The scope of the project is to design and provide administrative services for a 175-bed skilled nursing facility for veterans. The 108-acre plot of land identified for the fifth veterans home is located between US Hwy 84 and AL Hwy 167 on AL Hwy 51 in Enterprise, Alabama. The architect will work with the ADVA to meet compliance with Federal VA Construction Grant requirements, provide services of a full-time oversight representative (Clerk of the Works) in addition to regular A/E services as outlined by Division of Construction Management and the Alabama Department of Public Health.

Qualifications: The A/E firm shall be licensed in the State of Alabama and demonstrate experience in design and construction oversight of healthcare facilities such as skilled care facilities, assisted living facilities, and/or hospitals. Indicate additional experience in working with Federal and/or State Veterans Affairs projects as well as projects which have involved the Alabama Department of Public Health Technical Services oversight and State of Alabama, Division of Construction Management projects.

All applicable State of Alabama Division of Construction Management documents and procedures, as well as any other applicable requirements from funding sources, shall be utilized on this project. §41-16-82, of the Code of Alabama requires a disclosure statement to be completed and filed with all proposals, bids, contracts, or grant proposals submitted to the State of Alabama in excess of $5,000.00.   • 31-13-1, of the Code of Alabama, (Alabama Immigration Law) imposes conditions on the award of state contracts. Firms must agree to fully comply with the Immigration Reform and Control Act of 1986, as amended by the Immigration Act of 1990, and the Beason-Hammon Alabama Taxpayer and Citizen Protection Act. Design firms should review and adhere to these guidelines as appropriate to their project type. Qualifications Evaluation: The proposals will be reviewed for experience and qualifications that most meet the scope of the project. Depending on the number of submitted qualifications a selection committee may narrow down the submitted A/E qualifications and select finalists for an interview. This request for qualifications is not an offer to contract, but seeks the submission of proposals from qualified, professional respondents that may form the basis for the negotiation of an agreement.
